Blue Hill to hold special town meeting on sewage pipe funding mechanisms
Select board also wants authorization to sell or repurpose large generator

Blue Hill will hold a special town meeting on Monday, Aug. 31 to seek approval to move $1 million toward the cost of replacing a sewage outfall pipe in Blue Hill Harbor, and to repurpose or sell a generator.
The first article on the town meeting warrant calls for the town to use $925,010 in unused funds from the town, while also reclassifying $74,990 that has already been expended for the work on the pipe.
“This article does not represent additional spending. It changes the source of funds from debt to cash on hand, and will have no impact on property taxes,” select board member D. Scott Miller told The Rising Tide.
The sewage pipe, which extends into Blue Hill Harbor, was temporarily fixed in 2025. Town voters authorized $6 million in repairs this year – roughly $4.5 million for upgrades at the sewer plant itself, and $1.5 million for the outfall pipe.
“Certain pre-construction expenditures are not eligible for the grant funding reimbursement, and the Select Board believes that it is more cost-effective for the Town to utilize available cash resources to fund these expenditures rather than borrowing while sufficient cash is on hand,” the warrant notes.
In addition, voters will be asked if they approve of disposing of a used 200-kilowatt diesel generator, which will be replaced as part of the treatment plant upgrade project. The generator is powerful enough to supply electricity to large commercial buildings.
The generator could possibly be used at Blue Hill Consolidated School or sold to a third party, the warrant notes. The town is “seeking flexible authority” to dispose of the generator, given that it is “specialized equipment,” according to the warrant.
The special town meeting will take place on Monday, Aug. 31 at 5:30 p.m. It will be held in the select board room at town hall. The town has posted the text of the warrant articles on its website.
