Penobscot announces Dec. 13 special town meeting, nomination papers available

The town of Penobscot will conduct a public information session followed by a special town meeting to discuss a culvert project and payment for a new fire truck on Dec. 13 at 10 a.m.
At the Dec. 13 public information meeting, voters will first have a chance to hear about plans for the Mill Creek culvert project, presented by Robert Blunt of VHB Engineers. The project is part of an overall project to move the town’s salt shed and create a walking trail from a marsh to the top of Walamatogus Mountain.
Voters will then discuss a payment for a new chassis for a truck for the Penobscot Fire Department.
Immediately following the public hearing, a special town meeting will be held to vote on authorizing the town to move $60,000 from its surplus account to the town’s fire truck reserve. If approved, the town would then call for a vote to issue $137,010 to Four Guys Inc, a Pennsylvania company, for the chassis of the town’s new fire truck fire.
The public information session and special town meeting will be held at the Penobscot Fire Station.
In addition, the town has announced that nomination papers will be available on Dec. 1 for various elected positions. Papers must be returned no later than Jan. 5, 2026 to town hall.
The election, which will be held prior to town meeting in the spring, has one open select board position for a three-year term after Phil Rapp announced he is not seeking re-election. There are two seats on the school board, currently held by incumbents Tanya Astbury and Charles Brenton, each with three-year terms.
The two-year term of road commissioner, currently held by William Hutchins, is also on the ballot in the spring, as is one three-year seat on the finance committee, currently held by Rita Martynowski.
The position of town clerk is up for grabs for a two-year term, following the announcement that Sally Bridges is retiring after 10 years in the job.
The town’s charter commission also has six seats available with no term limits. The commission is tasked with updating the town charter.
